NOAA/NESDIS Solicits Radio Occultation Task Order under new IDIQ

On April 28, 2026, the NOAA National Environmental Satellite, Data, and Information Service (NESDIS) Commercial Data Program (CDP) issued a request for proposals to purchase near-real-time global navigation satellite system radio occultation (GNSS-RO) data. 

This acquisition is designated as Task Order 1 (TO-1) under the recently announced Space-Based Environmental Monitoring (SBEM) Indefinite Delivery Indefinite Quantity (IDIQ). The data will be used to enhance NOAA’s environmental forecasting, modeling, and monitoring capabilities.

The two-year period of performance is from December 1, 2026, through December 1, 2028. Proposals are due on May 22, 2026, and the Request For Proposals is posted on SAM.gov.

Through the CDP, NESDIS assesses and acquires space-based observational environmental data from the private sector to improve NOAA’s weather and space weather forecasts and efficiently meet mission requirements.

NESDIS’s authority to manage CDP is pursuant to the Weather Research and Forecasting Innovation Act of 2017 (Public Law 115-25), the Promoting Research and Observations of Space Weather to Improve the Forecasting of Tomorrow Act (PROSWIFT Act, Public Law 116-181), and the Consolidated Appropriations Act, 2026 (Public Law 118-42).
